Since the publication of the earlier edition, Fundamental Rights as Human Rights (the title was given by Teesta Setalvad of Sabrang Communications and Publishing Pvt. Ltd.). I find that though there is greater awareness of Human Rights in society, there is a general decline in the recognition of Human Rights as enforceable rights. We have a large number of Public Interest Litigation, in all the High Courts and the Supreme Court, yet there is hardly any such petition in any court for and on behalf of the socially and economically backward and marginalized men, women and children.
